Project Control
R.P. Anderson Co. Inc. Control Approach address the
Master Plan Phase, the Implementation Plan Phase, and the Design and
Construction Phase by initiating Program / Process Management. This
element allows us to provide overall program control of all elements of
the project including:

Public Bid Law allows an Authority to contract with a
Program / Process Management Services Provider for the provision of
services which allows the Authority to assure proper and procedural
disbursement of Public Funds by means of applicable Public Bid standards
as such are applicable to Project Development proposed by the Authority;
in such, Program / Process Manager provides services directly to the
Authority for the purpose of Public Law compliance, Regulatory
compliance, project management, design and construction management
necessary to achieve a value/cost ratio comparatively equal to or
greater than that ratio typically achieved by traditional method of
Public Bid Project Development.
Program / Process Manager provides services as a partner
with/to and extension of the Authority.
Program / Process Manager provides services commencing
with Concept [Goals, Facts, Concept] initiated by the Authority [see
attached Summary of Services and Flow Chart] and continuing through
occupation/use of facility by the Authority and/or user-operator.
Program / Process Manager is the liaison between the
Authority and “all” other service providers associated with Project.
Effectively providing the Authority “one” [ 1 ] person/entity with which
to communicate/coordinate instead of dozens [or tens of dozens] of
persons/entities which are typically participating in the development,
design, construction, operation, occupation of facility.
Program / Process Manager enhances Project by
performing the following:

| Through expertise, experience, diligence,
industry relationships:
a. reduces programming and planning timeline
b. reduces design and engineering timeline
timelines which typically expend 60% of overall Project timeline are
reduced to 35% +/- of overall Project timeline; reduces overall
costs, produces revenue
{for revenue producing Projects} sooner for debt
reduction/operational use.
c. provides Design and Construction Management which results in:

Program / Process Manager, through diligent –
ethical application of management procedures and communication with
the Authority, provides the Authority the opportunity to conduct the
Authority’s typical business activities while being assured that the
Authority’s Project is being developed, designed, constructed in the
best interest of the Authority, provider of funds, regulatory
authority and community. |
